After a quick search I found that the System process misbehaving is usually related to a driver with problems. CoreTemp is great for just CPU thermals including core temps or distance to TJmax on older AMD platforms. Took a look at the system a noticed that the System process in Windows Task Manager was using a constant 33 to 38% of the CPU. CPU started at 25W, with temperatures at 68 (which is great, tons of thermal headroom), then inexplicably decided to throttle down to 20W and 2.7Ghz. Just a browser window open and nothing else I was only getting about 3 hours. I try to get rid of the Razer Blade Stealths ridiculous power limiting, which makes it throttle at 68☌ and perform like a much slower laptop. A few days ago I bought my new Razer Blade 15 Advanced (Early 2019) Model and its been thermal throttling and power limit throttling since I got it. I picked up the new Blade Stealth this weekend and was initially very happy with it.
